Washington, DC – The Bipartisan Policy Center’s J. Ronald Terwilliger Center for Housing Policy announced today that James B. Lockhart III, former director of the Federal Housing Finance Agency, has joined its advisory committee.
Having led the Federal Housing Finance Agency (FHFA) during the 2008 financial crisis and overseen Fannie Mae and Freddie Mac as they entered conservatorship, Lockhart brings deep expertise on the government-sponsored enterprises, and housing finance more broadly, to the Terwilliger Center’s work.
“We are thrilled to have Jim join our advisory committee,” said Ron Terwilliger, the founder of the Terwilliger Center. “His extensive experience, particularly his time leading FHFA, will be invaluable to our work as the administration and Congress consider the possibility of ending the GSEs’ conservatorship.”
Lockhart said he looks forward to supporting the Terwilliger Center’s efforts to advance policies that increase housing supply and improve affordability.

The Terwilliger Center’s advisory committee includes former senior government officials and housing leaders from across the political spectrum who provide input on the center’s work to advance policies that improve housing affordability and grow the supply of affordable homes.
A BPC senior fellow, Lockhart has a wide range of experience in government and the private sector, most recently as vice chairman of WL Ross & Co. LLC, and has served on the boards of multiple banks and mortgage companies. He led the FHFA and its predecessor, the Office of Federal Housing Enterprise Oversight, as director from 2006 to 2009, and was the chairman of Federal Housing Finance Oversight Board and a member of the Financial Stability Oversight Board. He was also principal deputy commissioner and chief operating officer of the Social Security Administration. Lockhart also served in the previous Bush administration as executive director of the Pension Benefit Guaranty Corporation from 1989 until 1993.
