Lockhart examines these financial challenges in “America: Underwater and Sinking\, Time to Surface with Lessons Learned.” \nLockhart is a former submarine officer with the U.S. Navy\, served in both Bush administrations\, was Director of the Federal Housing Finance Agency\, and went on to play a key role in the government’s response to the Global Financial Crisis as a member of the TARP Oversight Board.
